Electronic Services of the Business Register (OR SR)
Electronic services of the Companies Register provide citizens and entrepreneurs with active services connected with the Companies Register of the Slovak Republic, such as proposals for registration in and deregistration from the register, proposals for change of data, issue of extracts from the register in an electronic form with full legal validity. Following services can be performed in an electronic form through registry (mail branch):
- Request for an extract from the Business Register in an electronic form
- Request for confirmation that a deed is not stored in the collection of deeds in an electronic form
- Request for provision of a deed stored in the collection of deeds in an electronic form
- Request for filling a deed in the collection of deeds in an electronic form
- Application for registration in the Business Register.
In the case of services 1 to 3 a document in an electronic form, signed by an advanced electronic signature in CMS format - CAdES ZEP format will be provided at the request of a citizen. The signature can be verified, displayed and further processed using QSign application licensed for verification. The application can be downloaded and installed for free.
Services 4 to 5 can be used by completing electronic forms, to be signed by a qualified electronic signature. The electronic registry of the Business Register accepts submissions in the CMS format - CAdES ZEP format. This type of signature allows to create QSign application with licence for signing.
The electronic registry of the Companies Register is available through the Central E-Government Portal. Description and functions of individual services are available to citizens after registration and loging.

Task
Implementation and integration of services of electronic registry into processes of electronic services of the Companies Register in accordance with the Act no. 215/2002, on Electronic Signature, and the Act no. 575/2006, on Information Systems of Public Administration. The registry shall enable processing of submissions for electronic services in multi-document form and accommodate an assessment of entire submission on the basis of validity of individual documents.
Provision of a signing application to users of electronic services of the Business Register and provision of free application for verification of validity of submissions and extracts from the Companies Register.
Processing of documents signed by advanced electronic signature for long-term storage and long-term verifiability of integrity of submissions and validity of the electronic signature.
Description of solution
Solution provided by Ardaco company consists of following components:
- electronic registry system QSign Electronic Registry
- long-term archiving system QSign Electronic Archive
QSign Electronic Registry is a fully automated electronic registry for receipt and handling of electronic documents in accordance with the National Security Authority’s Decree No. 136/2009, on Manner and Procedure of Using Electronic Signatures in Commercial and Administrative Relations.

The registry signs and verifies documents in cooperation with QSign Automatic Services application. For the purpose of the common handling of documents by the registry and ZEP archiving, we recommend making two separate installations of QSign Automatic Services (included in delivery).
The registry can be integrated with other products through web services, which it provides. It can be operated in an environment that ensures automatic recovery after failure of primary service and its replacement with a backup system (failover cluster).
Archiving with securing the archive using integrity signature was chosen in the QSign Electronic Archive bola long-term archiving system. The solution provides:
- Improved system throughput.
- Better scalability.
- Lower consumption of time stamps.
- Smaller growth of an archive (attaching an archive stamp to each archived document at long-term archiving of large numbers of documents could result in unnegligible growth of archived data)
Given handling method enables to archive a large group of documents as one unit, i.e. using one signature and one time stamp.
